Ray has more than four decades hands-on experience in Federal IT program management and procurement processes. Because of his expertise, Ray is regularly quoted in business and trade publications.
As VP and Chief Knowledge Officer at Deltek (GovWin) and FedSources, he used his vast experience to analyze the federal budget, appropriations, and spending to identify market factors, technology trends, and strategic solutions, helping clients posture for success in the government marketplace.
He advised various established and up-and-coming federal contractors about opportunities and go-to-market strategies. He guided analysts in using market information, providing subject matter expertise to consulting engagements, assessing and interpreting public sector markets, and developing innovative methodologies for acquiring and exploiting public sector data.
Ray has had a broad range of experience within government agencies. He conducted strategic planning, reformed and streamlined agency procurement processes, and personally reviewed over 700 large procurements. Ray played a key role in awarding and administering the largest of defense telecommunications contracts and several groundbreaking multiple-award services contracts, as well as over $4 billion in other IT contracts. He also managed several development and production programs for command, control, and communications. Ray also developed innovative policy and plans for managing satellite communications resources.
Ray earned a BS from the University of California at Davis in Soils and Plant Nutrition and a MS from Northrop University in Procurement and Acquisition Management with Option in Public Contract & Procurement Law. He also graduated with distinction from the Eisenhower School for National Security and Resource Strategy. There he authored The Dollars and Sense of Command and Control, a major 1995 National Defense University book about measuring the value of information technology in the context of other capital investments. Ray also earned DoD Level 3 certifications in Program Management and Information Technology.
